If you can, the buyer and seller should walk in together — it keeps both names on one set of papers and heads off the he-said-she-said when something's missing later. The clock is the part people underestimate. A vehicle has to be retitled in the buyer's name within 30 days of the sale, and blowing past that window opens the door to delinquent transfer penalties.
