An FM shield marks a state road, not every rural road
An FM number is more than local shorthand. TxDOT's map shows Farm-to-Market roads as state-system roads it maintains. A road with a county name or a private easement is a different matter, even if it meets the same highway.
A rural driveway can meet an FM road, a county road, or a private easement in the same trip. The TxDOT map identifies the state route. Hunt County's road policy covers county access and culvert questions, while DriveTexas shows current closures. The pavement alone does not tell you who maintains it.
