A Windstorm Certificate Is One Part of TWIA Eligibility in Willacy
All of Willacy County lies in Texas' state storm zone. A home may need the Texas Windstorm Insurance Association, or TWIA, when regular wind coverage is not available. For TWIA, a state wind certificate can be one part of the file. It does not control every private wind policy.
Search the TDI certificate site by address before buying a house or starting major work. A WPI-8 covers work checked while it is being built. A WPI-8-E covers work checked after it is done. TWIA took WPI-8-C requests for finished work from January 1, 2017, through May 31, 2020. Those records use a separate search. Many new buildings, roof replacements, major repairs, additions, and changes need a certificate. Some small or nonstructural jobs do not. If the work needs an inspection, arrange it before the job starts.
TWIA also asks for a declination letter. For a new policy, it must come from an authorized insurer that is writing or renewing wind and hail coverage in the state storm zone. A surplus-lines letter does not count. Renewal customers usually provide a new letter every three calendar years. Some V-zone homes also need flood insurance. The building must be in insurable shape.
A missing certificate is a reason to look closer, not an automatic answer. Narrow exceptions may cover some uncertified home work from 1988 through June 18, 2009. Another path may cover a home that had private wind coverage on or after June 19, 2009 and later lost it. Take both search results and the building dates to a licensed agent before treating the home as eligible or ineligible.
