New Wells Need a Permit from the Groundwater District
On a rural tract, the well is part of the whole deal. A new water well in Lubbock County needs a permit from the High Plains Underground Water Conservation District No. 1 before the rig shows up. Even an older well is supposed to be on the district's records.
The district office is at 2930 Avenue Q. It is worth calling while you are still looking at rural land, not after closing. The district can walk you through permits, well records, and basic domestic-well care.
On the High Plains, a tract can hinge on two numbers: how deep the water is and how much the well can produce. Ask about those numbers for the exact land you are standing on. A strong old well nearby does not prove your tract will have the same water.
