Know Which Health Authority Permits Your Lubbock Food Business
If you're opening a food business inside the City of Lubbock, your first call is the city's Environmental Health Department. It permits and inspects restaurants, convenience stores, commercial swimming pools, body art studios, and similar facilities within city limits.
One change to plan around: starting July 1, 2026, the city will no longer permit mobile food units. Food-truck and trailer operators will instead obtain a permit through the Texas Department of State Health Services (DSHS) to keep operating. If your food business is outside Lubbock's city limits, the city points you to the health authority for that area or to DSHS directly.
Because city limits change the permitting path, confirm which authority covers your exact address before you buy a trailer, sign a lease, or book your first event. Sorting that out early is far cheaper than discovering it at an inspection.
