A Harris County Flood Buyout Starts With Voluntary Interest, Not a Promise

The Flood Control District uses home buyouts where a property sits deep in a mapped floodplain and structural projects may not be cost-effective. Its review looks at the source of flooding, location, depth, and repetitive losses. Roadside-ditch flooding, ponding, and sheet flow often fall outside the district's riverine-flooding role.

The first step is a Notice of Voluntary Interest. Filing it does not obligate the owner to sell or the district to buy, and this is not immediate disaster aid. Grant-funded programs can take years. When a buyout closes, the structure is removed and the land stays open for floodplain function, ending future residential use on that lot.
