Jefferson County Does Not Require Emissions Testing
Texas requires emissions testing only in certain counties that have ozone pollution problems. Most of those counties are in the Dallas-Fort Worth and Houston metro areas. Jefferson County is not on that list.
As of January 2025, non-commercial vehicles statewide no longer need a safety inspection before registration either.
That makes registering a vehicle in Jefferson County simpler than in Harris or Dallas counties. You still need to pay registration fees and show proof of insurance.
If you move to Jefferson County from a county that did require emissions testing, your requirements have changed. Check txdmv.gov for the latest registration steps.
