Register the well first; the operating permit depends on the well

A Hood County well starts with the Upper Trinity Groundwater Conservation District. Register the proposed well and receive district approval before drilling begins. That first step applies even when the finished well may be exempt from an operating permit.

An exemption is not based on the word 'home' or 'farm' alone. The district's current Rules page points to its adopted well rulebook. Give the district the proposed use, pumping capacity, tract, and well location, then let those facts decide the permit path.
