Inspect for Emissions, Then Renew the Registration

The old Two Steps, One Sticker phrase now needs a footnote. Since January 1, 2025, a personal vehicle no longer needs a safety check before registration. In Harris County, a covered gas vehicle still needs an emissions test. Commercial vehicles still need a safety check.

Test results usually reach the state system on their own. If the system cannot find a passing result, take the Vehicle Inspection Report to a county tax office. A grocery-store partner may not be able to enter it by hand. The windshield sticker shows registration, not a separate inspection.
