RVs No Longer Get County Utility Clearances as Primary Homes

As of January 1, 2025, you can no longer get a county development permit or utility clearance in Hidalgo County for a travel trailer, motor home, or other RV meant to serve as a primary residence. The Planning Department stopped granting them.

The plan this upends is a common one out past the city limits: buy a small tract, park an RV, and live in it while you build, or for good. With the clearance gone, a power or water company that asks for county sign-off before connecting service can leave that whole arrangement stuck.

Before you buy land for that plan, call the Planning Department about the specific address, and find out whether it sits inside a city, an ETJ, a flood zone, or a platted subdivision — each of those layers stacks its own rules on top of the RV rule.
