RVs No Longer Get County Utility Clearances as Primary Homes

As of January 1, 2025, Hidalgo County no longer grants a development permit or utility clearance for an RV used as a main home. That includes a travel trailer, motor home, or similar RV.

This changes a common rural plan. A buyer may hope to park an RV on a small tract and live there while building, or even stay there for good. Without county clearance, a power or water company may refuse service.

Before buying land for that plan, call Planning about the exact address. Ask whether it is in a city, an ETJ, a flood zone, or a recorded subdivision. Any one of those layers can add rules on top of the RV rule.
