Public Pools Need the Right Annual Health Permit

Apartment pools, HOA pools, hotel pools, and splashpads all fall under public health permitting once they serve more than one household. Collin County issues those permits only in the unincorporated county and in the city limits of Wylie, Melissa, Lowry Crossing, Weston, Josephine, and Farmersville.

In those areas the operator applies through the Collin County Citizen Self-Service Portal for an Annual Health Permit to run a public pool or spa. For a public pool anywhere else in the county, that city handles the permit instead.

A backyard pool that only your own family uses is a different animal and usually doesn't need a public permit at all. The line that catches people is renting a property out: the moment tenants or guests share the water, it can become a public pool. If you manage a neighborhood pool or are buying a place with one, nail down the permitting office before opening day, and ask Development Services or the city when the use isn't clear-cut.
