New Texans Have a 30-Day Vehicle Clock
Two clocks start after a move. TxDMV gives a new resident 30 days to register a car. DPS lets you drive with a valid, unexpired out-of-state license for up to 90 days. Register the cars first. DPS asks for proof of Texas car registration when you seek the Texas license.
Harris County is an emissions county, so a covered car needs a passing test. Take proof of insurance and proof that you own it, such as the old registration or title, to the Tax Office. You will also fill out Form 130-U. TxDMV lets a new resident choose registration without getting a Texas title. Active-duty service members and full-time students may fall under separate rules.
