Eight-Liner Game Rooms Outside Jefferson County's Cities Need a Permit

In September 2025, Jefferson County adopted amended game room regulations under Chapter 234 of the Texas Local Government Code. They define a 'game room' as a for-profit place with six or more amusement-redemption machines (the 'eight-liner' style devices), and they apply only in the unincorporated parts of the county. Jefferson County Environmental Control issues the permits.

The teeth are real. Operating, using, or maintaining a game room in those areas without a permit can bring a civil penalty of up to $10,000, and each day counts as a separate violation. Getting a permit means a fire inspection, a floor plan, background checks, and up to three compliance inspections by the Permit Administrator or the Sheriff's Office before approval.
