Flood-Zone Building Needs County Floodplain Clearance

Flat land and slow drainage mean a lot of rural Hidalgo County tracts have to clear a floodplain check before anyone builds. On property mapped in flood zones A, AE, AH, or AO, the county won't issue clearance until the owner or contractor brings in a development permit approved by the County Flood Plain Administrator.

That same approval calls for an elevation certificate showing the proposed finished-floor elevation against the base flood elevation — and a second certificate after construction, confirming the finished floor actually came in where the approved floodplain permit said it would.

Near a resaca, a drainage canal, a floodway, or a low field, a floodplain finding can reset the whole design: it pushes the floor height up, changes the foundation, and moves the price before a single yard of concrete is poured. That's the kind of surprise worth meeting at the Planning Department over the FEMA maps, not the day the inspector turns down a finished slab.
