Hidalgo County Colonias Have a Self-Help Center Program

Balli Estates, Capisallo Park, Cuellar Subdivision #2, Heidelberg, and River Road Subdivision are the five colonias Hidalgo County named in its 2020 agreement for concentrated housing and neighborhood help. The Texas Legislature set up colonia self-help centers, and each participating county picks five colonias to focus on.

For those five, the program runs a tool lending library, solid-waste removal, housing reconstruction, and work under the HOME Investment Partnership Program and the Emergency Solutions Grant. It's a formal county program, not a word-of-mouth favor, which matters because the help is tied to specific places and specific paperwork.

Buying, inheriting, or fixing up property in or near one of those five colonias is reason enough to call the Hidalgo County Urban County Program staff and confirm where current eligibility stands — the named colonias and activities can shift between agreements.
