Public-water fishing usually needs a Texas license
In general, anglers 17 or older need a Texas fishing license and freshwater coverage on public water. TPWD lists exceptions. They include people under 17, certain fishing inside state parks, water fully enclosed by private land, and Free Fishing Day.
TPWD also offers a one-day all-water license. Lake Abilene is one example of the state-park exception. Package dates, fees, and names can change. Match the license or exception to the exact place and day. Do not assume every shoreline follows the same rule.
