TPWD License Rules Still Apply in Parmer County
Fishing in public water usually takes a Texas license and the right endorsement. The rule covers fish, mussels, clams, crayfish, and other aquatic life. Hunting uses a different license. TPWD requires it at any age unless one of its listed exceptions fits. Owning the land by itself is not an exception.
A self-contained private pond has a different rule. TPWD says you do not need a fishing license there. You do need one if you stand on private land and cast into a public lake or river. Buy from TPWD or a licensed seller. Then check the current Outdoor Annual for seasons, limits, and endorsements.
