A local district regulates groundwater wells

Water is the quiet limit in Jeff Davis County. The county's groundwater district covers the whole county. TWDB places it in Groundwater Management Area 4 with four other Far West Texas districts.

That matters before a rural well goes in. The management plan says the district can use production limits, deny a well-construction permit, or limit pumping under its rules. It also calls for new wells to be registered.

Treat the district as an early stop, not a last-minute form. Its spacing, permit, and pumping rules can affect where a well goes and whether the plan for the land makes sense.
