Serve food to the public anywhere in Brazos County (a sit-down restaurant, a corner store, a bar, a weekend pop-up), and the permit runs through the Brazos County Health District. Two timing rules surprise a lot of new owners. Annual health permits all renew by December 31, and a permit doesn't ride along when a business changes hands; buy a restaurant and you apply fresh rather than inheriting the old one. For a one-time setup like a festival booth, the Health District wants the temporary food application in person at least three business days, 72 hours, ahead, and turning it in isn't the same as approval.
A farmers-market booth, a bar, a full kitchen, and an ownership change each raise a different permit question, so the Health District's current checklist is worth a look before you advertise a date or fire up the griddle.
