Disabled parking placards use the Travis tax office
Disabled parking placards and plates in Travis County come through the tax office, and there's a rule people bend without realizing it's a violation: the placard is good only when the person with the disability is using it, or when someone is driving that person. Lending it to a friend so they can grab a closer spot is not allowed.
Getting one starts with TxDMV Form VTR-214, the disability section filled in by a doctor or other authorized health care provider, turned in to the county tax office with any payment due. A permanent blue placard costs nothing; a temporary red one runs $5.
