An FM Number Points to TxDOT, Not the County
FM means Farm-to-Market. The Texas Transportation Commission gives roads that name. An FM route on the state highway system is cared for by TxDOT, even when it looks like a local road. The Dallas District cares for state roads in Dallas County and six nearby counties.
But a road with no state number is not always a county road. It may belong to a city, a county, or some other public agency. Use the TxDOT map or issue form to check whether a route is on the state system. For a local street, find the agency that owns that road before you report a pothole or other problem.
