City vs. County Practical

A Wichita County mailing address does not settle city-limit or ETJ rules

A Wichita Falls mailing address does not tell you whether a tract is inside city limits. City zoning and building rules depend on the actual boundary, not the town printed on the mail. Check the city-limit map before drawing up a building or land-split plan.

The extraterritorial jurisdiction, or ETJ, is outside the city itself. State law allows certain city subdivision and plat rules to reach that area, but it does not make ordinary city zoning apply there. County requirements can still apply to the same tract.

Before dividing rural land, ask the city planning desk and county which current boundaries, plat approvals, and permits cover the parcel. An ETJ is not a promise that the land will be annexed.
