The Rusk County Appraisal District (RCAD) appraises all property in the county. It sets the taxable value. It does not collect taxes. That job belongs to individual taxing units such as school districts, cities, and the county.

Taxing units in Rusk County include Henderson, Kilgore, Overton, Tatum, and Mount Enterprise ISDs, several cities, and the Kilgore College District. Each unit sets its own rate.
