Your Waller County 9-1-1 Address Comes Before Any Permit
Buy a raw tract in the open part of Waller County and it may not have an address at all, just a property ID and a stretch of county road frontage. Before you can pull a single county permit on it, the land has to be assigned a 9-1-1 address first. The whole point is so a fire truck or ambulance can find the place; a gate with no number on an unmarked rural road is a real problem at two in the morning.
You request the address through MGO Connect, the county's online permit portal, under the Road and Bridge / 9-1-1 options. Option 1 is the address request itself, and Option 2 is for the green-and-white address sign. The one number you need to start is the R number, or Property ID, from the Waller County Appraisal District; it's on your tax bill and on the WCAD website. One thing to check before you figure the county handles it everywhere: Waller County issues addresses for Prairie View, Waller, Brookshire, Pattison, and Pine Island, but not for Hempstead or Katy, since those cities address their own. Sort the address early, because the building, culvert, and septic permits all wait behind it.
