Waller County Vehicles Do Not Require an Emissions Test

Texas uses a program called Two Steps, One Sticker. You get an inspection first, then register your vehicle. The sticker you receive covers both. In most of the Houston metro area (Harris, Fort Bend, Galveston, Brazoria, and Montgomery counties), a passing emissions test is required as part of the inspection.

Waller County is not on that list. You will still need a standard safety inspection. You can register your vehicle at the Waller County Tax Assessor-Collector's office or online. If you move to Waller County from a county that required emissions testing, you will notice the process is simpler here.
