On the Rio Grande, a road end is not an invitation to fish

A blue line on a phone can make the Rio Grande look easy to reach. The bank is the harder question. Use a lawful public access point or the landowner's permission, and do not cross a fence or private tract because a road appears to end near the water.

In general, fishing Texas public water calls for a current license and freshwater endorsement, though TPWD lists age and other exceptions. Check the current statewide rules before keeping a fish. Access and harvest are separate questions: a legal license does not open private land, and an open bank does not erase size or bag limits.
