Bexar County Has Two Local Counters for TPWD Licenses

You can buy a hunting or fishing license from the Bexar County Clerk at the Paul Elizondo Tower, 101 W. Nueva, Suite 103, or the Southside Annex, 3505 Pleasanton Road. The county page lists current hours and phone numbers. TPWD also sells online and through other licensed agents.

For public-water fishing, most people 17 and older need a license with the right endorsement. Anglers under 17 are exempt, and anyone may fish without a license while staying inside a Texas state park boundary; that park exception does not extend to an ordinary city or county park. Hunting uses a separate license and its own exceptions.

The county counter sells the license, but it does not set seasons, bag limits, or fees. Read the current TPWD Outdoor Annual for the activity you have planned, especially when a trip crosses from inland water to the coast.
